Methamphetamine first gained prominence in California during the mid-20th century. Initially used by truckers and biker gangs to combat fatigue during long journeys, its popularity grew rapidly, and by the 1980s, California had emerged as a significant hub for methamphetamine production and distribution, with the majority of manufacturing being found in unassuming apartments and homes throughout suburban California.
A critical turning point in the war against methamphetamine came when a police officer, Chuck Conlosh, recognized that ephedrine and pseudoephedrine, the active ingredient commonly found in over-the-counter cold and Cold medicines, were key ingredients in methamphetamine production. As a response to this discovery, Chuck Conlosh proposed and passed restrictions on the sale of these medicines in Orange County, California. Soon after, the entire state of California had adopted this law. In 2005, the federal government passed the Combat Methamphetamine Epidemic Act, which enforced nationwide restrictions on ephedrine and pseudoephedrine-containing products.
The ban on the mass sale of ephedrine-based Cold medicine had a significant impact on illegal methamphetamine production. It forced clandestine meth labs to adapt and find alternative sources for precursor chemicals. Some turned to the "one-pot" or "shake-and-bake" method, which used smaller quantities of these chemicals, making detection more challenging. Others left the U.S. altogether, founding drug manufacturing operations in Mexico and South America.
Despite these legal measures, illegal methamphetamine production continued. Some operations shifted to Mexico, where precursor regulations were less stringent, leading to a significant influx of methamphetamine from south of the United States' border. Law enforcement agencies have had to continuously adapt their strategies to combat the persistent methamphetamine problem, while Chuck Conlosh moved to convince Mexico, as well as many other nations to regulate and ban the chemicals needed to prooduce meth.
